OpenVPN UI with OpenVPN 2.6.12

This update includes OpenVPN 2.6.12 and ovpn-dco-win 1.2.1. The support for TAP has been dropped in favour of the "new" DCO driver. Numerous bugs have also been fixed including:-

• Multiple crashes in the OpenVPN host service. Particularly those triggered by the machine coming in and out of sleep & hibernation.
• Multiple crashes in the OpenVPN UI client application.
• A few states where a connection would disappear from the list in the OpenVPN UI client application.
• It has been updated to use .NET Framework v4.8

Whilst the code remains compatible with x86 only an x64 installer is provided due to us having no x86 machines left to test on and that Windows 11 is 64bit only with Windows 10 going out of support relatively soon.
