…ala-parser-combinators for 2.13 ### What changes were proposed in this pull request? Update scalatest, scalacheck, scopt, clapper, scala-parser-combinators to latest maintenance release that is also cross-published for Scala 2.13. ### Why are the changes needed? To build in the future for Scala 2.13 ### Does this PR introduce any user-facing change? No ### How was this patch tested? Existing tests Closes apache#25967 from srowen/SPARK-29289.
