Add timeouts to exec_command also
When ssh connection fails due to some error we raise exception instead of exiting

Add timeouts and raise exceptions when connection to beaker nodes fails
Also raise exception when the command to be run fails.
Add new jobs to rhcs.conf
Modifications to rhcs_ci.py to copy repo file only if job name consists rhcs9-pki
