Allow AutoGTP to check Leela Zero's version.

The server can ask for an AutoGTP update, but not for a Leela Zero
update directly. So implement a version check in AutoGTP. If necessary
we can then force a Leela Zero update by bumping the AutoGTP version.

This also bumps both versions, so we can request the fix for issue leela-zero#109.

Update AUTHORS.

Update the authors file for release.

Add missing CMake modules.

These are required for getting BLAS configured.

Update version tag.

Bump the version tag that the program reports itself with.

Update README.me with new training.

Update the README to reflect the new gzip-ed training format. Clarify
the inputs description a bit as well.

Mark self-play tool as done.

Fix compilation on MSVC.

Various small fixes for compiling with MSVC2017.
