Description of the Change
Pull request adds support for debug deb packages.
Benefits
Deb packages now can be built with debug binaries inside.
Possible Drawbacks
None.

make packagewith debug build type now generates deb package with unstripped binaries.Alternate Designs
This is a kind of a quick fix. Better solution should change at least directories structure (now we use
release/linux/debpath which is confusing at least).
