Basic functionality of AIVS monitor is completed

• Supports sending recognized speech to the server and performing TTS playback based on the server's response.
• The server supports sending questions to Github copilot and returning responses to the speaker's service (aivs-monitor).
• Supports packaging and self-starting of aivs-monitor.
