ci: rename cli release binaries

Description

Rename CLI binaries in releases.

• jstz_macos_arm64 -> jstz_darwin_arm64
• jstz_linux_amd64 -> jstz_linux_x64

This makes it easier to select binaries based on platform and architecture in node.js, which will be used by the npm package.
