[PATCH] Remove Makefile, related tools, and some other obsolete noise

A comment that is almost two decades old states that `install.el' and `file-dectect.el' are obsolete. Since the Makefile uses `install.el' we can assume that that is obsolete too. [Emacsmirror] This commit is being rebased onto upstream.
