Install PHP and Postgressql

Tested postgresql version: PostgreSQL 10.20, compiled by Visual C++ build 1800, 64-bit. Tested PHP version: PHP 7.4.21.

Root directory: App/ Inside App directory in cmd windows type command: php -S localhost:8000.
