Updated .NET Core 2.0 Supported OS Versions (dotnet#653)

* Updated .NET Core 2.0 Supported OS Versions

* Added Win10 IoT Core
* Unify [C]/[S] in front of architecture (clarifies application to just 1 architecture - Ubuntu)
* Collapsed Configurations into Notes for readability

* Update roadmap.md

* Add Debian 9 (Stretch) workaround

* Add link to workaround for Debian 9 (Stretch)
