Tools such as [Mimikatz](https://github.com/gentilkiwi/mimikatz/wiki/module-~-dpapi) and [SharpChromium](https://github.com/djhohnstein/SharpChromium) already have the capability to dump Chrome 80 cookies, why another tool?
