Updated base instructions to work with kubefed v0.0.10

As we're using the operator to deploy kubefed. The submodule is not needed anymore.

Update docs and files to v0.0.7 spec

Remove redundant ns placement cleanup

The placement object is inside the test namespace and it should be
cascade-deleted when the ns is deleted
