Create dnp_rs.py

This produces a pdf  with enhancement data, t1 data, t1 corr, ksigma, krho, coupling constant, and tau. 

You can choose to also use extra t10 data or extra T1's without power to calculate error in krho

Need: reportpdf, matplotlib, numpy, mpmath, scipy
