Some of these were missed in rust-lang#1710 or were inadvertently merged after that PR.
Most of these snuck in with rust-lang#1710. As part of the style guide, there shouldn't be double blank lines.

This fixes some inadvertent changes from #1710 where some of the rules aren't positioned correctly relative to their header, and some extra blank lines were added.
