By default my Intel chipset was not recognized. I get around this by disabling splash, adding non-free, and installing the firmware that Debian recommends.

First, see what device you want to override: xinput
Then, optionally using "pointer:" prefix (if multi-function), list out what options are available.

Now I had tried to configure this with udev but it did not work. The best way seems to be with an X11 config:

Creating a blacklisted module did not work.
- /etc/modprobe.d/custom-blacklist.conf
- blacklist hid_lenovo
My udev rule never worked either even just for setting the speed... probably did not match or X11 config overruled it.

The best solution was to use X11 config to set the speed, and use .xsession to disable middle-click which was pasting after scroll-finsihed:
