Document the new EVP_KEYEXCH type and related functions
Previous commits added the EVP_KEYEXCH type for representing key exchange algorithms. They also added various functions for fetching and using them, so we document all of those functions. Reviewed-by: Paul Dale <[email protected]> (Merged from openssl#9266)
