Push package lock changes

Bump mem and tap (#23)

Removes [mem](https://github.com/sindresorhus/mem). It's no longer used after updating ancestor dependency [tap](https://github.com/tapjs/node-tap). These dependencies need to be updated together.


Removes `mem`

Updates `tap` from 12.1.1 to 12.7.0
