Add Android build support for 2020 20.2 release

[hevce] Fix reported frame order

m_frameorder is set to 0 after Reset.
User applications cannot match the encoded frame to the bitstream
during encode using mfxExtAVCEncodedFrameInfo.FrameOrder.

[sample_vpp] Add handle for interpolation methods

Fix HEVC QVBR support at least on SKL
