#### Why I did it
When a user uses TACACS credentials without permissions this causes `show interfaces status` failure, because the chassis is initialized in this case, and without permissions we get the following error:
`RuntimeError: Unable to connect to redis (unix-socket) - Permission denied(1): Cannot assign requested address`
Tested fix on a different image,

Changed path to not use unix socket path
#### How to verify it
As a TACACS user, try `show interfaces status` the command shouldnt fail

Why I did it
