E2b2 should have been added when E2b++ was removed and its requirements were moved to E6 and E2b2 (thewca#1228). However a conflict with the larger 3x3x3 Fewest Moves changes (thewca#1264) resulted in E2b2 not being added. E2b2 contains an important requirement which was already in force prior to 2025. This change adds it back.

However a conflict with the larger 3x3x3 Fewest Moves changes (PR) resulted in E2b2 not being added. E2b2 contains an important requirement which was already in force prior to 2025. This change adds back this requirement in the intended location.
