The rotfig_tikz package is a small extension of Raf Vandebril's rotfig package.
The rotfig package can be downloaded from http://people.cs.kuleuven.be/~raf.vandebril/homepage/software/latex.php?menu=5. This Git repository provides rotfig_tikz (https://github.com/thomasmach/rotfig_tikz/archive/master.zip). Rotfig_tikz depends on rotfig.
