(chore)debug: Update debug configuration settings

The SoftConsole debug configuration settings needed to be updated to point
to the hss-l2scratch.elf binary so a debug session can be launched using
the IDE.

Settings were also updated to disable initial reset of the SoC (to
preserve scratchpad configuration) and disable setting of an initial
breakpoint.
