Release 0.3: beehive

So named because much like beehives, this entire habitat infrastructure is
likely to collapse soon, when we remove CouchDB.

But for now, this release has been running in production without issues for
months, taking more traffic and activity than ever! A `stable' release (ha!).

habitat is fully basically functional. It can parse incoming telemetry and there are provisions for uploading telemetry and accessing the parsed data, including a full set of transition scripts to allow current dl-fldigi users and spacenear.us to work exactly as before. It's taken a while to get here, but we're ready to go live with habitat, now. The future's bright!
