merge_pr_7565: Move idle callback tests to its own top-level directory (#7565)

The directory is named after https://w3c.github.io/requestidlecallback/
and the OWNERS file is based on who has touched the tests so far.

Two setTimeout -> step_timeout are needed to pass the lint.
