This more tightly controls what values are passed around, better ensures that they are valid, and also leaves wider room open for possible strategies beyond first- and second-chance (whatever those might be). The protocol version is revved. Dart FIDL lists were made unmodifiable in https://fuchsia-review.googlesource.com/c/fuchsia/+/665177/ which seems to be making this logic crash at runtime.
