third_party/tree-kill: remove dependency on mocha

There is no test in the vendored package, so it is unnecessary.
The package was so old and npm audit is unhappy.

Also, remove the dependency locks for tree-kill/node_modules/*
added in https://go-review.googlesource.com/c/vscode-go/+/289703

Updates golang#1219
