Fixed cylinder hit offset
** Adds missing 1/1000th of the trace section removed by the game's collision code.
** This solves hits not falling inside the cylinder during ValidateCylinder.

Added quick filter against some actor channel redirections.
** bNetTemporary and !bCollideActors

Moved entirety of Cylinder validation to XC_LagCompensator.

Refactored both Player and Generic position lists as subclasses of a base position list.
